HMO (Houses of Multiple Occupancy) licensing & planning applications seem to be one of those subjects that raise heated opinions particularly in a densely populated city like Portsmouth.
The council’s role-out of increasingly stringent licensing criteria since January 2024 is seen by some as a protectionary measure to ensure safe and comfortable residences and by others as over-regulated restrictions that complicate an already oversubscribed housing demand.
The chronic housing shortfall in Portsmouth resulting in rising house prices in the city has therefore gone some way towards making existing non-viable HMO’s ripe for conversion back to single dwellings.
